<br />Item No: 5 <br />Meeting Date: May 18, 2005 <br />Type of Business: Commission Business <br />City of Mounds View Staff Report <br />To: Mounds View Planning Commission <br />From: Kristin Prososki, Planning Associate <br />Item Title/Subject: Review and Consideration of the General Concept Plan <br />for a Proposed Residential Planned Unit Development <br />at 2901 and 2925 County Road 10; Planning Case <br />PD2005-001 <br /> <br />Introduction: <br />Ron Lillestrand, representing Integra Homes, originally requested City approval of a general <br />concept plan to construct twenty-one (21) townhouse units at 2901 and 2925 County Road <br />10. The proposed development would have also included a portion of the rear yard of 8060 <br />Groveland Road. The applicant is now looking at alternative options for development. <br /> <br />Summary: <br />This request was brought before the Planning Commission during a public hearing at the <br />May 4, 2005 meeting. After reviewing the general concept plan and taking testimony from <br />the applicant and the surrounding property owners, the Planning Commission expressed <br />disapproval of the general concept plan for the townhouse development. The applicant <br />stated that he would attempt to look at alternative plans. The Planning Commission directed <br />Staff to come back to the next meeting with a resolution recommending denial of the general <br />concept plan, unless an alternative plan was presented. Although an alternative plan has not <br />yet been submitted, the applicant is requesting that this item be tabled until the next meeting, <br />thereby allowing the applicant adequate time to explore alternative development concepts. If <br />the applicant submits a plan that is significantly different than the first plan, for instance, a <br />change in use or major configuration changes, Staff will send a new notice to the <br />surrounding property owners. <br /> <br />Recommendation: <br />The applicant is requesting that action be tabled on this item in order to provide additional time <br />to look at alternative development concepts.
