Planni ng Case DE03-001 <br /> <br />Introduction: <br /> <br />Greg Johnson, the property owner of 2865 County Highway 10, has requested a Development <br />Review to expand his existing business located on the property. The business is operated from <br />a 1,248 square foot building alongside the property owner’s residence. The property is zoned <br />R-O, Residential Office, the only p roperty in the City to be so designated. <br /> <br />Recently the applicant requested a text amendment to the Zoning Code to officially recognize his <br />business as a permitted commercial use and to be considered a commercial use rather than a <br />residential accessory use. The Planni ng Commission recommended approval of this text <br />amendment and the City Council gave first reading to the corresponding ordinance at their <br />meeting on March 24, 2003. Second reading and adoption of the ordinance will occur on April <br />14, 2003. Submitted for the Planning Commission’s review are copies of the Site Plan, Building <br />Permit Application, Zoning Map, and front Building Elevation. <br /> <br />Discussion: <br /> <br />A Development Review is required for this expansion since the amount of the expansion <br />exceeds ten percent of the business area. (According to Section 1006.06 of the Mounds View <br />Building Code, expansions of less than ten percent do not requi re review.) The expansion <br />proposed by Mr. Johnson amounts to a 38 percent increase in floor area. The expansion would <br />allow for an additional work bay however would not increase the amount of parking needed for <br />the business. <br /> <br />Mr. Johnson proposes to match the architecture and design of the existing structure, adding a <br />brick facade to the front of the building for added visual appeal. The expansion would not <br />encroach into either the front, rear or side setback, however the building would be closer to the <br />residence. A separation of eight feet is proposed between the house and the business, the <br />minimum allowed by the Building and Zoning Code is three feet. The parcel is 1.25 acres in <br />area and is wooded to the rear. Neighboring residential properties would not be impacted by <br />the proposed expansion; no additional screening would be necessary. <br /> <br />While not necessary, Staff sent notices to property owners within 350 feet of Mr. Johnson’s <br />property in an effort to ensure promote awareness and to solicit feedback, encouraging <br />residents to attend the meeting if they had questions, comments or concerns. <br />
