<br />Item No: 5 <br />Meeting Date: June 4, 2003 <br />Type of Business: Action <br />City of Mounds View Staff Report <br />To: Mounds View Planning Commission <br />From: James Ericson, Acting City Administrator <br />Item Title/Subject: Consideration of Resolution 730-03, a Resolution <br />Recommending an Amendment to the Zoning Code to <br />Require a CUP for Expansions of Existing Multi-Family <br />Developments <br /> <br />Introduction: <br /> <br />At your April 16 meeting I presented the Commission with a brief report concerning multiple <br />family properties and the fact that the City Council was interested in having the Planning <br />Commission review the Zoning Code and make a recommendation that would either restrict <br />or control the process by which an existing multi-family residential development could <br />expand. <br /> <br />Discussion: <br /> <br />The method by which control can be exercised is by requiring all existing developments to go <br />through a conditional use process to expand density (the number of individual dwelling <br />units.) The following language was proposed and the Commission supported such an <br />amendment: <br /> <br />Multi-Family developments having been constructed prior to January 1, 2003 shall <br />first obtain a Conditional Use Permit (CUP) prior to expanding the number of <br />dwelling units or the principal building footprint. In addition to the criteria outlined <br />in Section 1125, all zoning, building and parking requirements shall be satisfied as <br />a condition of approval. <br /> <br />Recommendation: <br /> <br />Review the attached draft ordinance and if found acceptable, approve Resolution 730-03 <br />which recommends amendment of the zoning code as suggested. <br /> <br /> <br /> <br />_____________________________________ <br />James Ericson <br />Interim City Clerk/Administrator <br /> <br /> <br />Attachments: <br />1.
