<br /> <br />City of Mounds View <br />Planning Commission Report <br />Meeting Date: June 4, 2003 <br />Title: REVIEW AND RECOMMENDATION REGARDING A PROPOSED <br />ACQUISITION OF TAX-FORFEITED PROPERTY LOCATED ON <br />COUNTY ROAD H2 <br /> <br />Introduction: <br /> <br />Minnesota Statutes require that the Planning Commission review and make recommendations <br />regarding proposed purchases of real estate within the City of Mounds View by the City to make sure <br />such acquisitions are in keeping with the City’s Comprehensive Plan. <br /> <br />The City of Mounds View has the opportunity to acquire tax-forfeited property located between 3000 <br />and 3016 County Road H2 for $68,901.14 (See attached calculation statement from Ramsey <br />County). The City currently has a use deed, however, acquiring the 1.5 acre lot in the north central <br />portion of the block would facilitate the development of a significant housing subdivision in the City <br />of Mounds View. <br /> <br />Discussion: <br /> <br />Currently the City owns or controls approximately 6.5 acres of land in the block bounded by County <br />Road H2, Knollwood Dr., and Woodale Drive, and what would be Pleasant View Dr. if it existed <br />(see attached parcel map). During the past eight years the City has acquired three lots along Co. <br />Road H2—2946, the parcel behind 3000, and 3016. Two of the lots are over 630 ft in length and are <br />among the largest in the City not fully developed. The lot between 3016 and 3000 is a tax-forfeited <br />property owned by Ramsey County and controlled by the City though a use deed. <br /> <br />In February of this year, one of the neighboring property owners, Blaine Fyksen, expressed a <br />willingness to work with the City to develop his property for single-family homes. Mr. Fyksen owns <br />several parcels (totaling 4.1 acres) that border the City’s property to the west. He does not want to <br />see high-density residential development in the area, but would be willing to sell if the property <br />would be developed for high-end homes (approx. $400-500,000 each). The entire block is currently <br />zoned R-1. <br /> <br />During this spring three developer groups have been preparing concept plans for the proposed <br />County Road H2 Residential Project. City Staff presented these initial concept plans to the Planning <br />Commission at its 5/21/03 meeting. The developers (Dave Regel Construction, Homes by James, <br />and Pro Craft Homes) were present to respond to Commissioners’ questions. The Planning <br />Commission viewed all the concept plans as appropriate and ones that would be positive for the City. <br />The Planning Commission encouraged that all three developers be considered by the City Council. <br /> <br /> <br /> <br />Item # 6
