<br />Item No: 5 <br />Meeting Date: August 20, 2003 <br />Type of Business: Public Hearing <br />City of Mounds View Staff Report <br />To: Mounds View Planning Commission <br />From: James Ericson, Community Development Director <br />Item Title/Subject: Public Hearing and Consideration of a Variance to Allow a <br />Increased Sign Area at 2214-2222 County Highway 10; <br />Planning Case VR03-006 <br /> <br />Introduction: <br /> <br />John Kopas of Abbey Carpet has requested a variance to allow increased sign area at the <br />newly constructed building located at 2214-2222 County Highway 10. For reference <br />purposes, this is the building just north of the Mermaid in the same location as the former <br />Perkins Restaurant. <br /> <br />Mr. Kopas plans to have his business open at the site by September 1, 2003 while the 3 <br />Seasons and 4 Sunrooms business has already opened. (Refer to the photos on Page 8.) <br />Signage for 3 Seasons and 4 has already been installed to the front of the building however <br />they would like to add signage to the south building elevation. Mr. Kopas would like to add <br />signage to the north elevation in addition to the signage proposed to the front of the building <br />facing County Highway 10. <br /> <br />Discussion: <br /> <br />The Sign Code alls for building mounted signage not to exceed 100 square feet per building <br />occupant. In most cases, 100 square feet is adequate, especially for the businesses located <br />at either Moundsview Square of Silver View Plaza. Issues have arisen regarding end spaces <br />at either mall and for stand-alone buildings with multiple frontages. The Abbey Carpet <br />building, referred to as the Highway 10 Business Center, has three frontages with County <br />Highway 10 visibility. <br />Our Code makes no <br />exceptions for multiple <br />building elevations, <br />thus limiting each end <br />user to 100 square <br />feet. <br /> <br />Mr. Kopas will be <br />installing a 96 square <br />foot sign above his <br />entrance on the front of <br />the building, which will <br />appear as shown in <br />Figure 1 at right. <br /> <br /> <br />
