Mounds View City Council Page 4 <br />Regular Meeting February 27, 1995 <br />Paul Harrington, Community Development Coordinator, reported that <br />William Liggett would like to be allowed to sell model homes within <br />his manufactured home park. Municipal Code allows for this type of <br />activity with the issuance of a Conditional Use Permit, which would <br />guarantee that certain conditions would be adhered to, such as <br />traffic and parking patterns within the manufactured home park, the <br />number of homes that could be displayed, and the hours that homes <br />can be displayed. <br />The purpose of this application was. to systematically upgrade this <br />park as lots become available, thereby bringing up the overall <br />quality of the manufactured home park. This item was reviewed by <br />the Planning Commission and they recommend approval of the <br />Conditional Use Permit. This item was also discussed at a Council <br />Work Session earlier in the month. <br />Mayor Linke offered a clarification of the type of homes that would <br />be sold from Colonial Village Manufactured Home Park. In reality, <br />they are not model homes that would be sold, but rather spec homes . <br />Harrington affirmed that the homes would be fully connected to <br />water and sewer and would be ready to live in. <br />Councilmember Trude remarked that this Conditional Use Permit would <br />encourage updating the stock within the Colonial Village <br />Manufactured Home Park. <br />Mayor Linke closed the public hearing at 7:.26 p.m. <br />MOTION1SECOND: Quick/Trude to Adopt Resolution No. 4719 Approving <br />Conditional Use Permit far William Liggett to Allow Display and <br />Sale of Model Homes at Colonial Village Manufactured Home Park <br />Councilmember Quick stated that he viewed this action as a step <br />toward improving the overall appearance of the manufactured housing <br />park. <br />VOTE: 5 ayes 0 nays Motion Carried <br />Consideration of Introduction of Ordinance No. 556 Repealing <br />Chapter 604 of the Mounds View Municipal Code Entitled, "Nuisances'! <br />and Amendincs Title 600 By Establishing a New Chapter 607, Entitled <br />"Nuisances" <br />Mayor Linke opened the public hearing at 7:26 p.m. <br />Paul Harrington, Community Development Coordinator, advised that in <br />the summer of 1993, the City held a community-wide vision process <br />referred to as FOCUS 2000, at which time it allowed the citizens of <br />Mounds View an opportunity to meet with elected officials and City <br />
