<br /> As the 1987 State Legislature again amended State Statutes relating to the filing
<br /> dates for local elections, amending Minnesota Statues 1986, section 205.13, sub-
<br /> division 1, the Mounds View Charter Commission met on November 19, 1987, to address
<br /> this issue.
<br /> The commission noted that, on February 10, 1986, the City Council of the City of
<br /> Mounds View, by Ordinance, amended Chapter 4, Section 4.02 of the Home Rule Charter
<br /> of the City of Mounds View, per the request of the Mounds View Charter Commission
<br /> after a motion was duly passed unanimously to this affect. This Ordinance amended
<br /> the Original Charter changing the filing dates for city elective office from "no
<br /> earlier than forty-two days, to fifty-six days," and, "nor later than twenty-eight
<br /> days, to forty-two days" before any municipal election. This Ordinance, therefore,
<br /> becomes Amendment Number (1) to the Home Rule Charter of the City of Mounds View.
<br /> A motion was duly passed unanimously by the Mounds View Charter Commission on November
<br /> 19, 1987, to amend Chapter 4, Section 4.02, of the Home Rule Charter, to read as
<br /> follows:
<br /> "Sec. 4.02. Filing for Office. No earlier than seventy days nor later than
<br /> fifty-six days before any municipal election, any resident of the city qualified
<br /> under state law for elective office may, by filing an affidavit and by paying a
<br /> filing fee to the clerk-administrator in an amount as set by ordinance, have
<br /> his/her name placed on the municipal election ballot."
<br /> Further, the Mounds View Charter Commission recommends to the City Council that
<br /> they amend Chapter 4, Section 4.02, of the city charter by Ordinance with a unanimous
<br /> vote of the council. Further, that should this action take place, an acceptable copy
<br /> of such Ordinance be mailed to the Secretary of the Charter Commission to be attached
<br /> to the original Home Rule City Charter, and that amended copies of the Charter be
<br /> mailed to each charter commission member, which was not done upon the occasion of
<br /> the First Amendment of February 10, 1986.
<br /> At this time I request that an acceptable copy of Ordinance No. 404, amending the
<br /> Home Rule Charter of the City of Mounds View, dated February 10, 1986, be mailed
<br /> to the Secretary of the Charter Commission, to be attached to the original Home Rule
<br /> City Charter.
