A motion was duly passed by the Mounds View Charter Commission on <br /> November 19, 1987, which allows the City Council of Mounds View <br /> to amend the City Charter by Ordinance with a unanimous vote of <br /> the Council, amending Chapter 4, Section 4.02, to read as follows: <br /> "Sec. 4.02. Filing for Office. No earlier than seventy days <br /> nor later than fifty-six days before any municipal election, <br /> any resident of the city qualified under state law for elective <br /> office may, by filing an affidavit and by paying a filing fee <br /> to the clerk-administrator in an amount as set by ordinance, <br /> have his/her name placed on the municipal election ballot." <br /> The purpose of this amendment is to bring the Charter into con- <br /> formance with state law (Minnesota Statues 1986, section 205.13, <br /> sub-division 1) relating to deadlines for filing for elective <br /> office in municipal elections. <br /> Respectfully submitted, <br /> Ruth J.
