Jerome Plunket <br /> Chief Judge <br /> Ramsey County District Court <br /> 15 West Kellogg Boulevard <br /> St. Paul, MN 55102 <br /> RE: City of Mounds View Charter Commission <br /> OUR FILE NO. 2830 <br /> Dear Juge Plunket: <br /> I am the City Attorney for the City of Mounds View. <br /> Recently we received a letter from Susan Alliegro dated <br /> January 19, 1989, a`tcopy of which is enclosed. The letter <br /> is written to a Mr. Stanley Haugen in Mounds View who <br /> applied for a vacancy on the Mounds View Charter Commission. <br /> The letter indicates that Ms. Alliegro needs a resume <br /> outlining Mr. Haugen' s experience and qualifications for <br /> this position. <br /> The City Council received a copy of this letter from Mr. <br /> Haugen. They questioned whether a resume would be necessary <br /> since it appears that any member qualified to vote who is a <br /> resident of the City of Mounds View would also qualify as a <br /> member of the Charter Commission. <br /> The City Council has directed me to write to you and <br /> indicate they feel any resident of the City who is eligible <br /> to vote can serve on the Charter Commission without further <br /> qualifications. <br /> In addition, the Council also asked me to review the Charter <br /> Commission Statute under Minnesota Law Chapter 410 before <br /> writing this letter. Under the terms of that Statute <br /> Section 410 . 05, Subd. 2 , a Commission member is to be <br /> appointed by the Chief Judge for any expired term. The <br /> Chief Judge has thirty days to appoint a new Commission <br /> member after which time the City shall appoint any new <br /> members. The City has decided because there has been a <br /> delay of more than thirty days to appoint a member to fill <br /> the vacancy which currently exists on the Mounds View <br /> Charter Commission. <br />
