I also personally contacted Judge J. Jerome Plunkett <br /> and talked to him about the situation. I asked him for an <br /> explanation regarding the appointment of Mr. Beyer and asked <br /> whether he had considered Glenda Meixell for the position on the <br /> Charter Commission. <br /> The Court will forward to me copies of Mr. Beyer's paperwork <br /> in the near future. Judge Plunkett, on the other hand, advised <br /> that Mr. Beyer submitted his application shortly after the <br /> appointed Commissioner indicated he would not serve. Apparently <br /> Ms . Meixell wanted to be considered for an appointment and <br /> contacted the District Court. She contacted the Court <br /> Administrator on April 12 , 1989 . <br /> Judge Plunkett wrote a letter to her on April 20, 1989 <br /> indicating that he would like to receive a resume concerning her <br /> background and experience to judge her qualifications . Apparently <br /> Ms . Meixell did not send that out within the thirty day period that <br /> the Court has to appoint a member to the Charter Commission. As <br /> a result, the only people who were considered for the position, <br /> according to Judge Plunkett, were people who had submitted not only <br /> their names, but other information regarding their qualifications <br /> within the thirty day period of time. <br /> I realize the City's position regard to the requirement of a <br /> resume. I agree with you that there is no requirement I can find <br /> in the State statute for submitted a resume or other qualifying <br /> documents . I agree that it appears that the only qualifications <br /> are residents in Mounds View having attained the age of majority. <br />
