Page 3 <br />• January 22, 1996 <br />Mounds View City Council <br />Twin City Stores (aka Oasis) -New <br />HVAC -Expires 6/30/96 <br />Kraemer Heating -New <br />SEWER/WATER -Expires 6/30/96 <br />Classic Construction of Cedar Minnesota, Inc. -New <br />Mayor Linke asked if there were any council members who would like any items removed from the Consent <br />Agenda. There were none. <br />MOTION/SECOND: Hankner/Trude to approve the Consent Agenda as presented. <br />VOTE: 4 ayes 0 nays Motion Carried <br />RESIDENTS REQUESTS AND COMMENTS FROM THE FLOOR: <br />• Mayor Linke explained that this portion of the meeting was designated for anyone who wished to speak to the <br />Council on items that were not on the Agenda. There were no comments or requests. <br />PUBLIC HEARINGS: <br />a. Informational Meeting Regarding Proposed Highway 610 Toll Road Project and <br />Old Highway 8 Reconstruction Plans. <br />Mayor Linke opened the Informational Meeting at 7:05 p.m. <br />Mr. Elwyn Tinklenberg, the Mayor of Blaine, representing the North Metro Mayor's Association was present <br />and stated as the Mayor of a neighboring community and as part of the North Metro Mayor's Association, they <br />are very concerned about what this proposal represents. He acknowledged the need for transportation access <br />in the communities and the problems in securing funding for transportation improvements throughout the metro <br />area, noting a profound imbalance that has occurred throughout the transportation system. He stated the 610 <br />project is a commitment to the area and a result of the coordinated, consolidated and cooperative effort among <br />all of the communities, the business people and residents of the area to bring about some balance and fairness <br />to the region and to bring about economic opportunity and development for our area. Therefore they believe <br />that this proposal would be a betrayal of that effort and all of the planning that has gone into the project. <br />Mayor Linke introduced Mr. Bob Zauner, Chairman of the MN Transportation Group. <br />Mr. Zauner began by presenting slides to show the proposed project. He stated the proposal is intended to <br />provide an easier, more direct commute to and from work and other activities as well as reduce congestion thus <br />providing for better safety, and also the opportunity to achieve Economic Development much sooner. The <br />sooner the project can be completed in its entirety, the more attractive the area would be to potential <br />developers/builders/employers. <br />• <br />
