Page 3 <br />• February 26 1996 <br />Mounds View Crty Counctl <br />MOTION/SECOND: QuickBlanchard to approve the Consent Agenda as presented. <br />VOTE: 4 ayes 0 nays Motion Carried <br />RF~mFNTS REQUESTS AND COMMENTS FROM THE FLOOR: <br />Mayor Linke explained that this portion of the meeting was designated for anyone who wished to speak to the <br />Council on items that were not on the Agenda. <br />Tom Winiecki, 274$ Sherwood Road, asked if the citizens of Mounds View will have an opportunity to vote on <br />the purchase of the Be1Rae Ballroom property, or if the decision will be made by the City Council. <br />Mayor Linke explained that the Council members and staff have been looking at all of the information and <br />issues to determine if the purchase is feasible. After such time, the Council will make a decision based on <br />review of the information. <br />Mr. Winiecki stated there are many residents who think that Mounds View will be making a big mistake by <br />going ahead with the purchase, referring to the Shoreview Community Center. <br />• Mayor Linke explained that the type of facility Mounds View is considering is not the same type of community <br />center as Shoreview or Iv'ew Brighton. Mounds View will not have the same kind of amenities in it. It will <br />likely consist of meeting rooms, a place for the School District to hold Early Childhood classes during the day <br />and possibly adrop-in for youth during evening hours. <br />Mr. Winiecki asked what will happen if the community center proposal fails. <br />Mayor Linke stated the property would then be sold. <br />PUBLIC HEARINGS: <br />A. To Consider Request for Conditional Use Perniit to Allow the Operation of an Outdoor Greenhouse <br />for Linder's Greenhouses at Mounds View Square. <br />Mayor Linke opened the Public Hearing at 7:05 p.m. <br />Mr. Harrington explained that Linder's Greenhouses have been issued Conditional Use Permits for the past two <br />years from mid-March through Mid-July. All conditions will remain the same, with the facility being open <br />from 8:00 a.m. to 9:00 p.m. They will draw City Water but the hydrant will be metered and they will be <br />responsible for paying for the amount used. <br />Mayor Linke closed the Public Hearing at 7:08 p.m. <br />MOTION/SECOND: TrudeBlanchard to approve Resolution No. 4894, Approving the Conditional Use <br />Permit Request by Linder's Greenhouses. <br />• VOTE: 4 ayes 0 nays Motion Carried <br />
