• Page 5 <br />Apri122, 1996 <br />Mounds View City Council <br />Mr. Linke read Resolution No. 4936, Proclaiming Apri120-27, 1996 as Community Theater Week. <br />MOTION/SECOND: Linke/Blanchard to adopt Resolution No. 4926, Proclaiming Apri120-27, 1996 as <br />Community Theater Week. <br />VOTE: 5 ayes 0 nays Motion Carried <br />PUBLIC HEARINGS: <br />Mayor Linke opened the Public Hearing at 7:30 p.m., to Consider Formal Introduction of Ordinance No. <br />574, "An Ordinance Regulating Adult Establishments, Premises Conducive to High Risk Sexual Conduct, <br />Adding Chapters 1113 and 1116 of the Mounds View Municipal Code. <br />Ms. Joyce Pruitt, Acting Community Development Director, that Ordinance No. 574 is composed of two <br />main points: <br />1) It prohibits adult establishments from locating within 500 feet of a residential zoning district, park, <br />• school, church, library, or commercial day care center or within 500 feet of another adult establishment; <br />and <br />2) It requires a secured license in order to operate an adult establishment. <br />Ms. Pruitt noted that the Planning Commission had reviewed Ordinance No. 574 and recommended <br />approval. <br />Ms. Trude stated she felt one area of concern was overlooked when listing the restricted areas. She noted <br />that many kids in the community congregate around fast food establishments, and she feels these areas <br />should also be included in the list of restricted areas. <br />City Attorney, Bob Long, explained that the city must make sure that they are not placing too many zoning <br />regulations on these types of establishments. <br />Ms. Trude stated she believes it would only affect one area and she would be in favor of supporting the <br />formal introduction of Ordinance No. 574, provided Mr. Long would review her recommendation and <br />report back as to whether fast food establishments could also be included in the list of restricted areas. <br />MOTION/SECOND: Quick/Hankner to Approve the Formal Introduction of Ordinance No. 574, and to <br />Waive the Reading. <br />VOTE: 5 ayes 0 nays Motion Carried <br />Ms. Alice Frits. 8072 Long Lake Road asked why the council does not prohibit adult establishments from <br />operating within the city. <br />
