• <br /> Subdivision 17. The Clerk-Administrator shall consult, <br /> unless otherwise directed by the Council , with appointed <br /> officials and with other public or private agencies as may be <br /> required. <br /> Subdivision 18. The Clerk-Administrator shall be fully <br /> informed regarding federal , state and county programs which <br /> affect the municipality. <br /> Subdivision 19. The Clerk-Administrator shall advise the <br /> Council on the terms and conditions of employee labor contracts <br /> for presentation to the Council . <br /> Subdivision 20 . The Clerk-Administrator shall prepare an <br /> annual report to inform the public about the financial condition <br /> of the city. <br /> Subdivision 21 . The Clerk-Administrator shall perform all <br /> aother duties required of him/her by the Council . <br /> Section 6. 04. City Treasurer. The Council shall appoint <br /> a treasurer. This office shall be separate from that of the <br /> Clerk-Administrator. The duties of the treasurer shall be <br /> specified by state law for the treasurer in a statutory city. <br /> CHAPTER 7 <br /> TAXATION AND FINANCES <br /> Section 7. 01 . Council to Control Finances. The Council <br /> shall have full authority over the financial affairs of the City <br /> except as limited or prohibited by the state constitution, state <br /> laws, or this Charter. It shall provide for the collection of <br /> all revenues and other assets, and the auditing and settlement of <br /> accounts. It shall further provide for the safekeeping and <br /> disbursements of public moneys by city treasurer.' <br /> Section 7. 02. Fiscal Year. The fiscal year of the City <br /> shall be the calendar year. <br /> Section 7. 03 System of Taxation. Subject to the state <br /> constitution, and except as forbidden by it or by state law, the <br /> Council shall have full power to provide by ordinance for a <br /> system of local taxation. This authority includes the power by <br /> ordinance to assess, levy, and collect taxes on all subjects or <br /> objects of taxation except as limited or prohibited by the state <br /> constitution, by this Charter or by state laws imposing <br /> restrictions upon the City irrespective of Charter provisions. <br /> Section 7. 04 Submission of Budget. <br /> Subdivision 1. Annually the Clerk-Administrator shall <br /> submit to the Council the budget estimates in accordance with a <br /> budget calendar to be established by resolution. The budget <br /> shall provide a complete financial plan for all city funds and <br /> activities for the ensuing fiscal year and except as required <br /> by state law or this Charter, shall be in such form as the <br /> -12- <br />
