MEMORANDUM <br /> TO: LEN BURGERS, CHARTER COMMISSION CHAIR <br /> FROM: SAMANTHA ORDUNO, CITY ADMINISTRATOR <br /> DATE: JULY 30, 1992 <br /> RE: RECOMMENDED CHARTER CHANGES <br /> ***************************************************************** <br /> The continuing decline of revenues to the City combined with the <br /> increases in costly State mandates and operational expenses have <br /> resulted in close examination of the City's operations and <br /> programs. <br /> Recently, the City contracted for a City services survey. One of <br /> the results of the survey was a 92% support for the City reducing <br /> the number of City newsletters from 6 to 4. <br /> The survey prompted examination by the Council of other Charter <br /> changes which could result in cost savings, are inconsistent with <br /> State law or are provisions which were addressed in the recent <br /> survey and received resident support for change. <br /> Listed below are the Charter Sections which were reviewed by <br /> Council. The City Council requests that the Charter Commission <br /> review the requests for possible Charter revisions. Items * are top <br /> priority items. <br /> * CHAPTER 2 SECTION 2 . 03 COUNCIL COMPOSITION AND ELECTION <br /> According to the recent City survey, 52% of the residents surveyed <br /> support a four year term for the Mayor. <br /> Section 2 . 06 The Mayor's Power and Duties <br /> Thesection -which doesnot ---allow- -the---Mayo-r-----to-- -have-----any- -- <br /> administrative duties is inconsistent with other sections of the <br /> Charter which gives the Mayor administrative duties as part of the <br /> Council. It is recommended that language could read: <br /> "The Mayor shall be recognized as head of the City Government for <br /> all ceremonial proposes, by the courts for the purpose of serving <br /> civil process, an• byu the Governor for purposes of martial law, <br /> but shall have no . Qr-. nistrative duties except as a member of the <br /> Council as a whole. " (Underlined section is new language. ) <br /> * CHAPTER 3 SECTION 3 . 05 PROCEDURE OF ORDINANCES <br /> All ordinances are to be read in full unless dispensed with by a <br /> unanimous consent of the Council.
