It <br /> is also recommended that the word "monthly" be removed from the <br /> first sentence as it is inconsistent with the wording found in <br /> other sections which references regular meetings. <br /> *Subd. 2 <br /> Requiring a summary of the budget to be included in the City <br /> newsletter two weeks prior to the adoption presents difficulties <br /> with publication schedules and creates additional costs at a time <br /> when the City must reduce costs. <br /> It is requested that the wording be changed to language which <br /> requires that the budget summary be published in the City <br /> newsletter prior to the budget's adoption BUT deleting the two <br /> week time requirement. <br /> * Section 7. 12 Subd. 2 . <br /> Publishing a description of a proposed certificate in the City <br /> newsletter is again costly, a publication schedule nightmare and <br /> failure to publish does not invalidate the certificate. It would <br /> seem prudent to eliminate the publication requirement in the City <br /> newsletter for purposes of cost reduction and effectiveness. <br /> CHAPTER 8 SECTION 8 .04 PROCEDURE <br /> It is recommended that the petition which institutes an improvement <br /> to be paid by special assessment be a petition of at least 51% of <br /> the number of benefitted property owners rather than only 25%. <br /> *This section also stipulates that the notice of the public hearing <br /> for a payment of an improvement by special assessment be published <br /> in the City newsletter. Again, timing of the publication of such a <br /> notice may require a special edition newsletter due to the fact <br /> that the hearing may not fall in sync with the City's newsletter <br /> publication schedule. It is requested that this publication <br /> requirement be removed. <br /> -CHAPTER-9 -SECTION 9.01 ACQUISITION OF PROPERTY <br /> In referencing State law, the words "as-amended" should following <br /> any Chapter reference. <br /> * CHAPTER 10 SECTION 10.03 PUBLIC HEARING <br /> The requirement that the notice of a public hearing for a franchise <br /> agreement must be published in the. City newsletter is again very <br /> costly as the newsletter publication schedule is not dictated by <br /> when the City may consider a franchise. Case in point, the <br /> consideration of a franchise agreement with NSP for August required <br /> a special edition of the City newsletter to remain consistent with <br /> the Charter requirement. The publication is an added expenditure <br /> burden on the budget. <br />
