Chairman, Vice Chairman, and 3/25/81 Secretary, be at the first meeting after November 1st on even numbered years, such terms of office to run for two years. 12. Quorum to do Business. (Reestablishment of prior Rule) 3/25/81 A simple majority considered a Quorum to do business; however, a smaller number of members may adjourn from time to time. 13. Election of Officers. (Addendum to Rule) New Officers 12/8/82 elected to take office effective at the close of business following the meeting in which they are elected. 14. Regular Meeting Date. (Revision) Second Wednesday of 12/14/83 each Quarter. Meetings to be called at the discretion of the Chairman. 15. Appointments to Commission. (Resolution) "At least three 12/12/84 months prior to the expiration of any seat on the City of Mounds View Charter Commission, or upon the resignation, removal, or death of any Commission member, the Chairman shall cause to be published in the Newsletter and the official newspaper of the City of Mounds View a notice of said expiration, the name of the incumbent member holding said seat, a summary of the application process, and the final date the Chief Judge will accept applications for appointment to said seat." 16. Appointments to Commission. (Revision) "The Chairman 12/19/85 shall notify the city Clerk-Administrator, at least three months prior to the expiration date of any seat on the Charter Commission, the names of the incumbents with expiration date, a summary of the application process, and the final date on which the Chief Judge will accept applications for appointment, so that the administrator can publish such information in the city Newsletter, and the official newspaper of the City of Mounds View." 17.
