The Council may, by <br /> ordinance, establish, alter, or amend policies of administrative <br /> procedure including authorization to the City Manager to create <br /> such departments, divisions, and bureaus for the administration <br /> of the City affairs as he may deem necessary. <br /> 1-604 Subordinate Officer There shall be a City Clerk and <br /> such other officers subordinate to the City Manager as the <br /> Council may create by ordinance. The City Clerk shall be subject <br /> to the direction of the City Manager, shall keep the public <br /> records, and shall have other duties as the City Manager shall <br /> prescribe. He may be designated to act as a secretary of the <br /> Council and also as treasurer. The Council may, by ordinance, <br /> abolish offices which have been created by ordinance, and it may <br /> combine the duties of various offices as it may see fit. <br /> 1-605 purchases and contracts. The City Manager shall be <br /> the chief Purchasing Agent of the City. All City purchases and <br /> contracts shall be made or let by the City Manager when the <br /> amount of the purchase or contract does not exceed $3 , 000. All <br /> other purchases shall be made and all other contracts let by the <br /> Council after the recommendation of the City Manager has first <br /> been obtained. All contracts, bonds, and instruments of any kind <br /> to which the City is a party shall be signed by the Mayor and the <br /> City Manager on behalf of the city and shall be executed in the <br /> name of the City. <br /> 1-606 Repealed. <br /> 1-600-2 <br />
