The city manager shall be the <br /> chief administrative officer of the city. The city manager shall be <br /> chosen by the council solely on the basis of that person's training, <br /> experience, and adninistrative qual ifications. The choice shall not <br /> be limited to inhabitants of the city or state but the city manager <br /> shall be a citizen of the United States. The city manager shall be <br /> appointed for an indefinite period and the city manager shall be <br /> removed at the discretion of the council at any time by a three-fifths <br /> vote of the city council. During the absence or disability of the <br /> city manager, the duties of that office shall be performed by some <br /> properly qualified person designated by the council as acting manager. <br /> (As amended by Charter Amendment Ordinance No. 3, adopted unanimously <br /> by the City Council the 5th day of December, 1968.) <br /> (As amended by Charter Amendment No. 18, Ordinance No. 89-11, adopted <br /> unanimously by the City Council the 8th day of August, 1989. ) <br /> Section 6.02. Powers And Duties _of The City Manager. <br /> Subdivision 1. Subject to the provisions of this charter and any <br /> council regulations consistent therewith, the city manager sh al l <br /> control and direct the administration of the city's affairs. The city <br /> manager shall have the powers and duties set forth in the following <br /> sub-divi si ons: <br /> Subdivision 2. The city manager shall see that this chapter and <br /> the laws, ordinances and resolutions of the city are enforced. <br /> Subdivision 3. The city manager shall appoint, upon the basis of <br /> merit and fitness and subject to applicable civil service rules, if <br /> any, all employees of the city, except that the appointment of <br /> officers and 'department heads shall be upon the advice and consent of <br /> the council and except that the appointment, removal and suspension of <br /> the city attorney, and fire chief and Members of the fire department <br /> shall be at the sole discretion of the council .
