He shall prepare and submit to the council for adoption, an administrative code incorporating the details of administrative procedure, and from time to time he shall suggest amendments to such code. Subd. 9. He shall perform such other duties as may be prescribed by this charter or by law or required of him by ordinance or resolutions adopted by the council. The council may create such departments, divisions, and bureaus for the administration of the city's affairs as it may deem necessary, and from time to time alter their powers and organization. It shall, together with the city manager, prepare and enact a complete administrative code in the form of an ordinance, which may be amended from time to time by ordinance. The council may by ordinance abolish offices which have been created by ordinance, and it may combine the duties of various offices as it may see fit. Subordinate Officers. The council shall appoint, by the vote of a majority of all its members, a city attorney, who shall be the legal adviser for all officers of the city and shall render such legal services as may be requested by the council. The heads of departments and any other employee of the city shall attend any meeting of the council at which his presence is requested by the council. Section 7.06 Contracts. Contracts for the purchase of merchan- dise, materials or equipment, or for any kind of construction work shall be governed by the provisions of M.S.A. Section 471.345. No contract of more than the sum provided for by M.S.A.
