The Regvlar Municipal election. k The regular municipal election shall will be held on the first Tuesday after the first Monday in November of each even numbered year at such places as the city council shall will designate . At least fifteenthirty days prior notice shall- must be given by the clerk-administrator by posting a notice thereof in at least one public place in each election precinct, and by publishing a notice the—re—of at least once in the official newspaper 0-f—th-e—city stating the time and places of holding such the election and of the officers to be elected.
