Page 7 <br />October 29, 1996 <br />Mounds View City Council <br />Ms. Sheldon stated she has been working with the City Attorney to determine whether or not the city can <br />use the existing housing code in the mobile home parks. <br />Mr. Kessell provided additional information in regard to the city's 1997 debt service activity. He also <br />talked about the impact that the changes would have on the average homeowner in Mounds View. <br />Ms. Hankner noted that the Council undertook two major projects within the last year (Bel Rae property <br />and the pedestrian bridge). The funds for the pedestrian bridge were actually allocated last year, and she <br />wondered if this would be carried over. <br />Mr. Kessell explained that the city set up a fund for the bridge and those funds have not been spent so they <br />have been carried over as an anticipated expenditure for 1997. <br />Ms. Hankner stated she felt the city should be anticipating expenditures in the budget relative to operating <br />and making capital investments for the Bel Rae facility. <br />Mr. Kessell explained that this was included within the General Fund. <br />Ms. Hankner stated if the city does not reflect any kind of direction in the budget for capital investment on <br />the Bel Rae, she wondered if the city would automatically use Tax Increment Financing funds. <br />Mayor Linke explained that these issues will all be discussed at the next work session. <br />Duane McCarty, 8050 Long Lake Road, asked what types of activities are allowed under the Tax <br />Increment laws for the use of excess TIF funds. <br />Mr. Whiting stated staff has been looking into this. Improvements to be made on the site are generally <br />accepted expenditures for TIF. They are also looking at other options which may be available for the use <br />of the TIF funds. <br />REPORTS: <br />Report of Council members: <br />Trude: Ms. Trude noted that she had attended the Halloween Party which was attended by approximately <br />300 children and their parents.
