Every resolution <br /> must be presented in writing and read in full before adoption, <br /> unless the reading is dispensed with by unanimous consent of the <br /> Council. <br /> Section 3 . 09 When Ordinances and Resolution Take Effect. <br /> Every resolution andemergencyordinance takes effect immediately <br /> upon its adoption or at the specified date. Every other ordinance <br /> takes effect thirty days after its publication or at such later <br /> date as specified. <br /> Section 3 . 10 Amendment and Repeal of Ordinances and <br /> Resolutions . <br /> Subdivision 1. An ordinance or resolution which repeals any <br /> part of a previous ordinance or resolution must give the number, if <br /> any, and the title of the ordinance or resolution to be repealed. <br /> No ordinance or resolution may be amended by reference to the title <br /> alone, but an ordinance or resolution which amends an ordinance or <br /> resolution must indicate each omission or addition by appropriate <br /> type or symbols . Amendment or repeal of an ordinance requires a <br /> majority vote of all Councilmembers, unless otherwise provided in <br /> this Charter or by State Law. <br /> ( 94-2)9 <br />
