Roll Call -Present: Len Burgers, Virgil Beyer,Jerry Linke,Dave Long,Duane McCarty,Jean Miller, <br /> Richard Oman,Laurie Schley,Rhonda Smeija,Roger Stigney,Russ Warren,Bill Werner,Ruth White. <br /> Absent: (excused)Julie Trude,Bill Wilson. <br /> 3. Approval of Minutes -Motion by Virgil Beyer and second by Len Burgers to approve the minutes of <br /> meeting 11-8-95,motion approved <br /> 4. Commission Business -Explanation of documents, by Richard Oman - Charter draft 95-1 and new <br /> Charter redline. Motion by Laurie Schley and second by Jerry Linke to send Charter draft 95-1 to the <br /> City Council without the Term Limits and Primary Election amendments. Motion by Richard Oman and <br /> second by Ruth White to amend the original motion by keeping the Term Limits amendment in draft 95- <br /> 1. Jerry Linke handed out a legal opion regarding term limits, and there was discussion conerning the <br /> proper role of the Council on the term limits amendment. The motion was clarified and a Roll Call Vote <br /> was requested by the Chair. Question-Keep the term limits amendment in charter Draft 95-1� <br /> Yes: Ruth WThite,Bill Werner,Roger Stigney,Jean Miller,Duane McCarty,Virgil Beyer,Richard Oman, <br /> Russ Warren. • <br /> Nu: Rhonda Srneija,Dave Long,Jerry Linke,Len Burgers,Laurie Schley. MOTION APPROVED 8 to 5. <br /> Motion by Ruth White and second by Duane McCarty to amend the original motion by including the <br /> primary elections amendment to the Charter. Discussion centered on the viability of this amendment being <br /> approved of by the City Council, and the possibility of derailing the approval ofthe updated Charter. A <br /> roll call vote was requested by the Chair. Question -Keep the primary elections amandment in Charter <br /> draft 95-1 <br /> Yes: Virgil Bever, Len Burgers,Dave Lone. Duane McCarty, Jean Miller,Roger Stigney,Biil Werner, Ruth • <br /> White. <br /> No: Jerry Linke, Richard Oman. Rhonda Smeija. Russ Warren. <br /> Abstain: Laurie Schley. MOTION APPROVED 9 to 4 <br /> There was then discussion regarding: time for fnal review, introduction of further amendments, and the <br /> view that we had a Good document in Charter draft 95-1. It was pointed out by Len Burgers that new <br /> amendments to the Charter can be made any time in the future. A roll call vote was requested by the <br /> Chair. Question-Forward Charter draft 95-1 to the City Council for approval. <br /> Yes: Russ Warren.
