• Page 4 <br />November 25, 1996 <br />Mounds View City Council <br />Mayor Linke asked if the owners will continue to allow for Christmas Tree Sales and Linders Greenhouse <br />to locate on the site. He could see potential problems if parking spaces are already reduced and then <br />furthermore by having these types of sales stands located there. <br />The owners reminded the Council that these types of stands must be licensed by the City. Furthermore, in <br />no way would they jeopardize the parking at the center to allow for the sale of Christmas Trees, etc. <br />Mayor Linke closed the Public Hearing at 7:20 p.m. <br />MOTION/SECOND: TrudeBlanchard to Approve Resolution No. 5041, Approving a Conditional Use <br />Permit for the Joint Use of Parking Facilities at Mounds View Square Shopping Center at 2535 -2585 <br />Highway 10. <br />VOTE: 4 ayes 0 nays Motion Carried <br />Public Hearing and Consideration of Resolution No. 5042, Approving an Amended Conditional Use <br />Permit and a Development Review for Expansion of the Saturn Dealership at 2375 and 2395 <br />Highway 10. <br />• Ms. Sheldon explained that this request was based on a Conditional Use Permit that was issued in 1992, <br />and amended in 1994. The new request is to amend the Conditional Use Permit again to expand the site <br />to include the Citgo property to the northwest, adding five additional service bays and a one bay car wash. <br />The owners noted they are merely trying to respond to customer demand. <br />Ms. Sheldon noted that Resolution No. 50421ists all of the criteria that applies to this application, and it is <br />the Planning Commission and staffs feelings that this criteria can be met by the proposal. Additionally, a <br />list of conditions has been included in the resolution which must be met in the proposal. <br />She proceeded to go through the list of conditions. <br />Council member Blanchard stated she had received telephone calls in regard to this proposal. The <br />residents were concerned that this was expanding to much more than what they originally proposed. They <br />are not unhappy with the project, but they are concerned about the continuous expansions. One other <br />concern was that the business is turning into a used car lot rather than a new car lot. <br />Ms. Sheldon stated that the proposal really does not provide a great deal more of parking space. It is <br />mostly providing more building space to allow for more service area. <br />Mayor Linke stated the owners were informed that this was primarily to be a new car dealership. <br />Council member Quick suggested that the following changes be made to the conditions on Resolution No. <br />5042, pages 7 & 8: <br />3. Vehicle repair, servicing and maintenance are permitted on this site, excluding body work and painting. <br />All car repairs shall be conducted within the indoor service bays and not outside the service building and <br />doors on service buildings must remain closed at all times except when cars are being moved in and <br />out of the bays. <br />
