MOUNDS VIEW CHARTER COMMISSION MINUTES <br /> Regular Meeting July 10, 1997 <br /> 1 . Call to Orders by Chair Russ Warren at 7 : 19 p.m. <br /> 2 . Roll Call: Present : Russ Warren, Richard Oman , Diane Wuori , Jean Miller, <br /> Roger Stigney, Bill Werner, Bill Wilson, Laurie Schley Absent : Mike <br /> McGlone, Duane McCarty, Ruth White, Julie Trude, Leon Burton, <br /> Rhonda Smieja (arrived later - see below) <br /> Motion by Laurie Schley, Second by Richard Oman to excuse <br /> Mike , Duane, Ruth, Julie Vote : 8 ayes Motion carried . <br /> Motion by Diane Wuori , Second by Laurie Schley that Leon Burton and <br /> Rhonda Smieja have unexcused absences . Vote: 7 ayes 1 nay Motion Carried . <br /> Russ noted that Rhonda Smieja just arrived and we now have 9 presnet. <br /> 3 . Approval of Minutes: Motion by Diane Wuori , Second by Rhonda Smieja to <br /> approve the minutes of the Charter Commission Meeting on April 17, 1997 as <br /> corrected . Bill Werner should be listed as present . Vote : 6 ayes , <br /> 1 nay, 2 abstentions . <br /> Note : The meeting scheduled for May 15 was not held for lack of a <br /> quorum. <br /> Russ suggested that when a meeting notice is received we should call <br /> the office to confirm. It seems that some have not received meeting notices . <br /> 4. Charter Commission Business: <br /> Motion by Jean Miller, Second by Diane Wuori to begin our discussion <br /> with Chapter 4, Section 4. 06 Vacancy of Municipal Elected Office <br /> Vote : 8 ayes 1 nay Motion carried . <br /> Motion by Roger Stigney, Second by Bill Werner to set this section <br /> aside pending definition of vacancy. Vote : 7 ayes, 1 nay, 1 abstention. <br /> Motion by Jean Miller, Second by Rhonda Smieja that in section <br /> 5 . 08-Recall the term "citizens" be changed to "registered voters . " <br /> Substitute motion by Rhonda Smieja, Second by Jean Miller to leave <br /> as is and seek legal _ opinion as to proper term to be used in 5 . 01 General <br /> Voter Authority, 5 . 02 Petitions and 5 . 08 Recall . Vote : 9 ayes , Motion carried <br /> Vote Main Motion: 9 ayes , Motion carried . <br /> 5,: , _Adjournment;:.. Motion by Laurie Schley, Second. by Bill Werner to <br /> adjourn the meeting.
