Thanks for your help.
I'm hoping you can help me out again with preparations for our next Charter Commission. (if
not, please let me know who can). I also have a few updates that I thought you and Chuck
Whiting ought to know about - could you please pass them on to him as I am without his e-
mail address.
Updates first:
1) Julie Olson has been elected by the Commission to serve as its chair. I will continue to
be the Vice Chair and Jean Miller is the Secretary for the Commission. I am transitioning
from Acting Chair to Vice Chair between meetings so you will most likely be hearing from
Julie Olson after our next meeting.
2) Duane McCarthy has resigned from the Commission. He copied me on the resignation
letter he sent directly to the Judge but I couldn't remember if he also copied Chuck. I also
learned at our last meeting that Commission member Ruth White is now living in a nursing
home. It appears unlikely that she will continue to attend but I'm not sure if or how one is
removed from the Commission. I presume we could remove her because of"unexcused
absences" but that seems cruel given the circumstances. If you have suggestions, we're all
ears. We haven't examined the by-laws yet on this subject.
3) Our next meeting will be Thursday, April 8 in the Council Chambers. We will have a
guest - Duke Addicks from the League of Minnesota Cities has been invited to speak with
the group about Home Rule vs. Statutory rule and other charter basics so as to solidify the
foundation of knowledge across the group. Feel free to join us.
4) I need a piece of information. In years past, the City budget has had a line item to
support the Charter Commission. I presume there continues to be a line item in this year's
budget - if so, what is the amount?
Next meeting:
Jean Miller and I are putting together the documents that need to be mailed in advance of
our next meeting. We'd like to see these go in the mail as soon as possible. Commission
members have reported that they are getting materials late or not at all. Do you have a
current list of Commission members? If not, please call Jean and ask her to bring the
appropriate list by (612/786-3959).
Here is the list of materials for the packet:
1. Agenda. I will send another e-mail with the pertinent information that you can just cut
and paste into a document for mailing. Would you please post the meeting notice?
2. Meeting minutes from March 10, 1999 meeting. Jean Miller will deliver to City Hall
tomorrow.
3. Current Charter. As near as we can tell, the current charter for the City was adopted on
October 11, 1979 and amended twice (February 10, 1986 and March 14, 1988). This copy
should be included in the packet. Some members are worried that the City does not have
3/25/99
