<br /> 1 . Call to Order - The meeting was called to order by Chair Julie Olsen
<br /> 410at 7: 15 . The meeting was held at the Mermaid Bowling Alley, Main
<br /> Floor, banquet room, as posted.
<br /> 2 . Roll Call - Present - .J. Olsen, J. Miller, B. Doty, R. Stigney, B. Laube,
<br /> R. Marty, M. Malrick, R. Oman, J. Thomas , M. Grommesh,
<br /> B. Werner, S. Robinson, K. MacRunnels
<br /> Absent - D, Wuorii,; R, Smieja
<br /> 3. Approval of Minutes - Motion by M. Grommesh, second by B. Doty to
<br /> approve the minutes of Oct. 14, 1999 .
<br /> UNANIMOUS APPROVAL
<br /> Motion by B. Doty, second by M. Grommesh to approve the minutes
<br /> of Nov. 11 , 1999. UNANIMOUS APPROVAL
<br /> 4. Reports of the Chair - Kathy MacRunnels is a newly appointed member
<br /> of the Charter Commission.
<br /> Chair J. Olsen introduced Attorney Ray Faircy who spoke regarding
<br /> the responsibilities of the Charter Commission. He also addressed
<br /> the issue of changes to the Charter and how they may be made.
<br /> 5. Reports of members or committees - none
<br /> 6. Unfinished business
<br /> Regarding Chapter 5 of the Charter, Section 5.05 Intiative
<br /> 1111 Motion by M. Grommesh, second by B. Doty - We recommend to the City
<br /> Council to delete the nine references to "or resolution" and
<br /> authorize the formal draft by the Charter Commission Chair and the
<br /> Secretary to be forwarded to the City Clerk-Administrator.
<br /> UNANIMOUS APPROVAL
<br /> Regarding Chapter 5 of the Charter, Section 5 .07 Referendum
<br /> Motion by M. Grommesh, second by J. Thomas - We recommend to the City
<br /> Council to delete the four references to "or referendum" and authorize
<br /> the formal draft by the Charter Commission Chair and the Secretary to
<br /> be forwarded to the City Clerk-Administrator.
<br /> UNANIMOUS APPROVAL
<br /> Regarding Chapter 3 of the Charter, Section 3 .04 Ordinances, Resolutions
<br /> and Motions,- Subdivision I.
<br /> Motion by M. Grommesh, second by R. Stigney - We recommend to the City
<br /> Council to strike the words "by ordinance or". and add "or a more
<br /> restrictive City ordinance" after the words "state law" and authorize
<br /> the formal draft by the Charter Commission Chair and the Secretary
<br /> to be forwarded to the City Clerk-Administrator.
<br /> APPROVED 11 ayes, 1 abstentio
<br /> Motion by J. Thomas, second by R. Marty - The Charter Commission
<br /> recommends to the City Council that Section 4.02, of the. Charter,
<br /> Filing for Office, Subdivisions 1 , 2 , 3 ,4, not be changed at this
<br /> time. UNANIMOUS APPROVAL
<br /> Motion by B. Laube, second by B. Doty to pass Charter Commission
<br /> Resolution 2000-4, relating to Charter Section 3 .01 , Council Meetings,
<br /> 4110 Subdivions 1 , 2, 3, as ame:ndM and authorize the formal draft by the
<br /> Charter Commission Chair and the Secretary to be forwarded to the City
<br /> Clerk-Administrator. APPROVED 12 ayes, 1 nay
