MOUNDS VIEW CHARTER COMMISSION MINUTES <br /> 12-07-00A08 :41 RC <br /> Meeting November 9, 2000 <br /> 1 . Call to Order - The meeting was called to order by Vice-Chair, <br /> B. Doty at 7:Oa at Mounds View City Hall . <br /> 2 . Roll Call - Present - J. Miller. B. Doty, R. Stigney, D. Le (7: 10) , <br /> S. Robinson, B. Werner, J. Thomas , M. Amirahmadi , <br /> B. Jahnke, D. McCarty (Amirahmadi , Jahnke & McCarty are <br /> Absent - none new appointees) <br /> 3 . Approval of Minutes - Motion J. Thomas , second R. Stigney to approve <br /> the minutes of October 12 , 2000. UNANIMOUS APPROVAL <br /> 4. Comments from Citizens - Bill Mori was present and stated that he <br /> has applied for the Charter Commission. <br /> 5 . Reports of the Chair - <br /> An injunction against City Council action to place two ammendments <br /> on the Nov. 7 ballot (change to Mayor-Council form of government <br /> and change mayoral term from two to four years) was filed in <br /> District Court . On Oct . 27 J. Thomas , B. Doty, D. Le and B. Werner <br /> appeared as private citizens before Judge VanDeNorth. D. Long and <br /> G. Reed represented Mounds View. J. Thomas stated that originally <br /> there was a concern about procedural issues . The request was <br /> to not have the two amendments on the ballot . <br /> D. Le wondered whether we wanted to proceed with any further action <br /> against the City Council regarding procedural issues now that the <br /> amendments failed . <br /> J. Thomas recommended that the case be dropped and that we try <br /> to get an agreement with the City Council to define proper <br /> procedures. <br /> Motion J. Thomas , second D. McCarty to draft a letter to the City <br /> Council stating issues over the past year and request procedural <br /> clarification and time lines so we know what to expect . <br /> UNANIMOUS APPROVAL <br /> B. Doty referred to a letter from Kennedy & Graven dated 10/18/00 <br /> Re: City Council Consideration of Charter Commission Resolutions <br /> (Nos . 2000-04, 2000-05, 2000-06, 2000-07 , and 2000-09) <br /> There is a question as to how we can find out about new laws <br /> that affect the Charter. <br /> 6. Reports of Members or Committees - <br /> J. Thomas read the duties of Charter Commission officers from the <br /> By-Laws . If there is a vacancy in an office it "shall be filled <br /> by a special election by the Commission at its next meeting. " <br /> Motion D. McCarty, second J. Thomas to create a mission statement <br /> for the Charter Commission. UNANIMOUS APPROVAL <br />
