tr . <br /> MOUNDS VIEW CHARTER COMMISSION <br /> Mounds View City Hall <br /> 2401 Highway No. 10 <br /> Mounds View, Minnesota 55112 <br /> December 31, 1982 <br /> The Honorable Harold Schultz <br /> Chief Judge Ramsey County <br /> District Court <br /> Ramsey County Court House <br /> St. Paul, Minnesota 55102 <br /> Dear Judge Schultz: <br /> In compliance with Minnesota Statute 410.05, we are submitting to you our <br /> Annual Report for 1982 as follows: <br /> Member Changes: Philip G. Johnson, 7474 Groveland Road, appointed to <br /> fill the vacancy of Curtis M. Schmidt, who moved out <br /> of the City of Mounds View. Term expires 11/1/84. <br /> The first meeting Mr. Johnson attended was 12/8/82. <br /> Commission member, Richard Lykke, resigned effective <br /> 12/8/82, for reasons of health. To date, to the best <br /> of the Commission's knowledge, a new appointment has <br /> not been made. <br /> Dates of Meetings: March 24, 1982 <br /> September 22, 1982 <br /> December 8, 1982 <br /> Business Synopsis: <br /> (1) The Commission considered a possible amendment to the City Charter to <br /> incorporate language similar to that in Minnesota Statute 412.301 in <br /> order to permit the City to issue "Equipment Debt Certificates" outside <br /> the City's existing levy limit. By duly passed motion, the Commission <br /> declined to propose such amendment. <br /> (2) The Commission considered a possible amendment to the City Charter in the <br /> area of administrative organization, particularly in the area of more clearly <br /> defining the duties of the Clerk-Administrator. A committee was appointed <br /> to study the issue. By duly passed motion, no amendment- was reconuended. <br /> (3) By motion, a recommendation was made to revise the language in Section 5.08, <br /> Recall, in the City Charter. The matter was tabled until the next meeting <br /> (March 9, 1983) in order to give the issue further study. <br />
