Call to Order - The meeting was called to order by (Chair J.Thomas <br /> at 7: 11 at Mounds View City Hall . <br /> 2. Roll Call - Present - J.Thomas , B.Doty, R. Stigney, J.'Miller, W.Mori , <br /> W.Werner,Sr . <br /> Absent - M.Amirahmadi , D.Freimuth, B.Jahnke, D. Sach Le, <br /> D.McCarty, M.Sandback <br /> 3 . Approval of agenda and minutes - <br /> Due to the lack of a quorum we cannot conduct any business . <br /> 4. Citizens comments from the floor - <br /> John Hammerschmitt , 716 Highway 10, Blaine, a former city employee, <br /> questioned whether the Charter addresses a citizen ' s ability to <br /> address the City Council at a work session. <br /> Response by Chair Thomas "The Charter clearly indicates that the public <br /> has a right to address the Council at all public meetings . " <br /> 5 . Reports of the Chair - <br /> Chair Thomas introduced Eric Willette , Policy Research Manager, LMNC. <br /> 6. Reports of members - none <br /> 7. Unfinished Business - none <br /> 4" . New Business - <br /> Mr . Willette spoke on various aspects of taxation such as state aid, <br /> levy limits , classified taxes , limited market value, T.
