• Page 3 <br />June 23, 1997 <br />Mounds View City Council <br />i- 1! _ ~ ~ 1 ;_~i~ I ~~~ __ ~ ~ 1 dal _ 1 1 ' <br />Mayor McCarty noted that this is the period of time for residents to address the Council with comments or <br />concerns on items that are not on the Agenda. <br />Pam Stokes, 5092 Longview Drive, was present to address the pet ordinance in the City of Mounds View. She <br />noted that the city currently does not have an ordinance for cats as pets. This has created problems and forced <br />residents to clean up after stray cats before allowing their children to play in the park/sandboxes. She feels the <br />same rules that apply to dog owners should also be applied to cat owners. <br />Additionally, she feels the ordinance relating to kennels needs clarification in regard to the specific number of <br />cats/dogs allowed. She asked that Section 701.03, Subd. 15 be changed and that wherever dogs are <br />referenced cats should be referenced as well. Furthermore, for cat owners, she would like the following items <br />added: <br />(e) that all animals shall be kept indoors and not allowed to roam free unless properly secured or confined to <br />the kenneled property; <br />(f) that as a condition of approval of the Conditional Use Permit, the applicant expressly agrees to allow <br />reasonable inspections of the property by proper licensing authorities to verify numbers of animals and other <br />licensing requirements. Failure to prevent such inspections shall constitute grounds to revoke the CUP by <br />- order of the City Council. <br />A discussion followed. Russ Nordstrom, 2536 W. County Road H2 and C. R. Barragan, 7765 Spring Lake <br />Road also expressed complaints with stray cats in their neighborhoods. Mr. Barragan stated he would like to <br />see this matter looked at in a timely fashion. Mr. Whiting noted that there is no short term solution to this <br />problem as it takes 60+ days to pass an ordinance. <br />Attorney Long agreed that there are inconsistencies in the ordinance which lead to confusion and recommended <br />that staff review this ordinance and make recommendations. <br />Don Hereau, 2260 Buckingham Lane, asked when fences will be put up around the holding ponds. He noted <br />that children have been swimming in the ponds and he has concerns about their safety. <br />Mr. Whiting stated he would contact Ramsey County to see if the fences could be put up sooner than originally <br />scheduled. <br />Russ Nordstrom, 2536 W. County Road H2, asked if a summary of the City Council meeting topics could be <br />broadcast on Cable a few days prior to the Council meetings. This would keep residents informed and give <br />them an opportunity to attend meetings on topics of interest to them. He also noted that he has seen residents <br />washing down their driveways and feels because it is a waste of water, the city should have some restrictions on <br />it. <br />PUBLIC HEARINGS: <br />Public Hearing to consider renewal on-sale intoxicating liquor license for Mermaid Supper Club, 2200 <br />Highway 10. <br />Acting Mayor Koopmeiners opened the Public Hearing at 7:20 p.m. There were no public comments and the <br />Public Hearing was closed. <br />
