MOUNDS VIEW CHARTER COMMISSION MINUTES MONDAY, DECEMBER 4, 1978 I Meeting called to order by Chairman, Bill Doty, at 9:00 P.M. II ABSENT MEMBERS: Milan Illig James H. Wills Chairman Doty requested that it be noted in the minutes of the meeting that James Wills has been absent from two consecutive meetings without prior notification as to cause. He pointed out that members may be removed from the Commission if they fail to attend four consecutive meetings of the Commission without satisfactory reason. A majority of the members may sign a request to the court for the person's removal, and the court must so order. III Minutes of meeting held on November 20, 1978, read by Secretary, Ruth White. Motion made by Bill Werner and seconded by Dick Lykke that the Minutes be approved as read. Motion carried unanimously. IV Curt Schmidt suggested that future voting be by show of hands with the secretary noting the number of "nays", if not a unanimous vote. Following discussion, the Commission was in unanimous agreement. V Neil Loeding corrected the Agenda by pointing out that the "General Plans and Purposes Committee" as a whole was suggested to be composed of three sub-committees; namely, "Public Opinion", "Present & Alternative Local Government Organization", and "Evaluation of Municipal Government", and that the names of Jim Wills and Lowell Nygaard, should be disregarded, and that Curt Schmidt be considered for the chairmanship of the committee. VI The names of Dick Lykke and Bill Werner were added to the committee of Evaluation of Municipal Government. VII After discussion, all committees as suggested by the Executive Committee were adopted by unanimous vote of the Commission.
