Can a Charter restrict or prohibit the establishment of development districts or <br /> the issuance of bonds under the Development District Act? <br /> 5. What kinds of prohibitions and restrictions can or cannot a Charter place on General <br /> Revenue Bonds, Revenue Bonds and General Obligation Revenue Bonds? <br /> 6.
