K 1 <br /> • MOUNDS VIEW CHARTER COMMISSION <br /> • <br /> MINUTES <br /> WEDNESDAY, JUNE 27, 1979 <br /> I. Meeting called to order by Chairman, Bill Doty, at 7:35 P.M. <br /> II. ABSENT MEMBERS: William Werner Sr. Dave Notaro <br /> Curt Schmidt Howard Neisen <br /> III. Motion made by Don Hodges and seconded by Wally Skiba that the reading <br /> of the meeting Minutes of May 16, 1979, be waived and be approved as <br /> written. Carried unanimously. <br /> IV. Chairman Doty reported that he obtained an answer to Question #17; <br /> namely, "Is it mandatory to hold new City Election if going from <br /> Statutory form of government to Charter form of government?" The <br /> answer obtained was that it was not mandatory to hold a new City Election. <br /> V. The following committee reports were submitted to the Commission: <br /> #4 - "General Provisions, the Plan of Government, the Council and Legislation" <br /> #5 - "Nominations, Elections, Initiative, Referendum and Recall" <br /> #6 - "Administration, Taxation and Finance" <br /> #7 - "Local Improvements, Special Assessments and Eminent Domain" <br /> #8 - "Franchises, Public Utilities and Miscellaneous Matters" <br /> Thereupon, a motion was made by Duane McCarty and seconded by Jim Wills <br /> that all Committee Reports submitted be accepted. Carried unanimously. <br /> VI. Due to the illness of Curt Schmidt, and his inability to participate as <br /> an active member of Committees: <br /> # 5 - "Nominations, Elections, Initiative, Referendum and Recall"; <br /> # 7 - "Local Improvements, Special Assessments, and Eminent Domain"; <br /> # 8 - "Franchises, Public Utilities and Miscellaneous Matters"; <br /> a Motion was made by Jim Wills that Bill Doty be accepted as a participating <br /> member and voting member of subject committees, such membership to be <br /> effective retroactively. Seconded by Duane McCarty. Carried unanimously. <br /> • <br />
