CHAPTER 5 <br /> INITIATIVE, REFERENDUM AND RECALL <br /> Sec. 5.01 . Powers Reserved by the People. The people of Mounds View <br /> leeserve to themselves the powers in accordance with the provisions of • <br /> this charter to initiate and adopt ordinances and resolutions, to require <br /> measures passed by the council to be referred to the electorate for <br /> approval or disapproval, eilet#1 # ##d# i #d## POOP # MY# <br /> thkityybvidyfitygmhitiog#0-001,#fliwyw, and to recall elected public officials. <br /> These powers shall be called the initiative, the referendum, and the recall <br /> respectively. <br /> Sec. 5.02. Petitions. An initiative or referendum shall be initiated <br /> by a petition signed by registered voters of the city equal in number <br /> to 10 percent of those who voted in the last preceding regular c gtyter edc- <br /> • tion. Each petition shallbe sponsored by a committee of five/voters of the <br /> whose names and addresses shall appear on the petition on file in the <br /> city <br /> city clerk' s office. A petition may consist of one or more papers, but <br /> each paper circulated separately shall contain at dr head or attached to <br /> it the statement required by section 5.05 5.07, as the case may be. <br /> each signer shall sign his/her name and give his/her street address. Each <br /> Illgeparate page of the petition shall haveappended to its certificate, <br /> verified by oath, by the circulator, that each signature is the genuine <br /> signature of the person whose name it purports to be. The person making <br /> and a registered voter <br /> the certificate shall be a resident/ of the city. <br /> Sec. 5.03. Determination of Sufficiency. Within five days after the <br /> filing of the petition the city clerk shall ascertain by examination the <br /> number of electors whose signatures are appended thereto , and whether . this <br /> number is at least ten percent of the total number of electors who cast <br /> their votes at the last ti ` Wd #g regular city election. The city clerk - <br /> shall then have an additional five days to report to the city council as - ' <br /> to the sufficiency of the petition.
