Power to make improvements and levy assessments. The city <br /> may make any type of public improvement not forbidden by law and levy <br /> assessments to pay all or any part of the cost of such improvements as <br /> are of a local character. The total assessments for any local improve- <br /> ment may not exceed the cost of the improvement , including all costs <br /> and expenses connected therewith, with interest charges not to exceed the <br /> amtual cost to the city. No assessment shall exceed the benefits to the <br /> property. <br /> Sec. 8.02. Assessments for services. The council may provide by ordinance <br /> that the cost of city services to streets, sidewalks,. or' other public or <br /> private property may be assessed against property benefited.,. and. collected <br /> in the same manner as special assessments. <br /> •ec. 8.03. Local impromement procedure. When the city- undertakes any <br /> local improvement to which the state local improvement code applies, it <br /> shall comply with the provisions of that law and with the public inform <br /> s.7 `0 <br /> ational provisions ofc.A8.04 of the charter. Public informational provisions. For each proposed. public <br /> improvement the city shallfie =4a description of- the proposal to and col--- <br /> _ic t a op-i in- frnr7 the owners of the real property to be- benefitted. <br /> Such description shall set out the purpose, scope, construction timetable, <br /> proposed means of financing, estimated total cost, the basis for alloca- <br /> tion of cost among different classifications of property, the extent to • <br /> which undeveloped property is to be assessed on the basis of its land use <br /> classification, the estimated cost to representative property owners, and <br /> to what extent the proposed improvement meets or bears relationship to <br /> •he needs of the city as defined pursuant to Sec. 7.05 of the charter.
