Council member Stigney requested that Item B be removed for discussion. <br />MOTION/SECOND: Quick/Koopmeiners to approve the Consent Agenda AS AMENDED (removal of Item <br />8 (B). <br />VOTE: 5 ayes 0 nays Motion Carried <br />Council member Stigney stated he acknowledges that Ms. Sheldon is a hard worker and has been a very <br />dedicated employee, however he has a problem approving a salary increase for someone who is leaving. It <br />• will cost the city additional funds just to fill the gap between Ms. Sheldon's departure and the hiring of a new <br />Community Development Director. He always understood that a salary increase was based upon previous <br />work history and what is projected. Therefore he feels it is inappropriate to approve the increase. <br />A discussion followed in regard to the criteria in which step adjustments are awarded. Mr. Whiting explained <br />that the step adjustment is done on an employee's anniversary date, (which for Ms. Sheldon is <br />July 29) unless past performance indicates differently. Ms. Sheldon's final employment date is August 8, <br />1997. <br />MOTION/SECOND: McCarty/Quick to approve the Adoption of Resolution No. 5146, Approving a Step <br />Adjustment for Pamela Sheldon, Community Development Director. <br />VOTE: 4 ayes 1 nay (Stigney) Motion Carried <br />RESIDENTS REQUESTS AND COMMENTS FROM THE FLOOR: <br />Mayor McCarty explained that this is the time for residents to address the council with concerns on items that <br />are not on the Agenda. <br />Cameron Obert, 8315 Greenwood Drive, asked for a brief update on the airport issues. He noted his recent <br />experiences with aircraft flying low over the area and conversations he had with people at the airport's traffic <br />control tower who told him that the tower has no control over the height the planes come in and go out at. <br />Mayor McCarty provided a brief update in regard to the plans for improvements to the Anoka/Blaine Airport. <br />He stated the Council is trying to have an impact before the plan is finalized. <br />Mr. Obert took this opportunity to express his appreciation for Ms. Sheldon's dedicated service to the City of <br />Mounds View. <br />• <br />
