• MOUNDS VIEW CHARTER COMMISSION MINUTES • August 28, 1979 I . Meeting called to order by Chairman, Bill Doty, at 7 : 15 PM. II . ABSENT MEMBERS: Milan Illig -Howard Neisen Dave Notaro Bill Werner Curt Schmidt Don Hodges TARDY: Nygaard (8: 45 PM) III. Reviewal of Commission Minutes of August 23, 1979 McCarty made the motion, seconded by Wills, to dispense with the reading of the minutes until the next meeting . The motion carried unanimously . IV. Reviewal of Chapters 3, 4, and 5 of the proposed City Charter: 3.07 becomes 3. 08 Procedure on Resolutions 3.08 becomes 3 . 07 Title should be: " Signing and Publication of Ordinances" ( strike "and Resolutions) . • Strike "or resolution" in the second sentence. Third sentence should read : "Every ordinance shall be published at least once in the official newspaper as soon as practicable . " 3.10 Subd. 2 should read: "An ordinance or resolution passed under the initiative .or refereddum power shall not be repealed or amended by the council except by approval of the voters . " 3.11 Title should read: "Review and Revision of Ordinances and Indexing of Resolutions ." The first sentence shou..d read : "The city shall review, revise and- rearrange (strike ---' and c odi-f-y--L)---its ordinance code and index its resolutions with such additions and deletions as may be deemed necessary by the council at least once every two years ." Second sentence: add "the" before resolution index. 4.01 The Regular Municipal Election Strike: "and of the officers to be elected" at the end of the second sentence . Last sentence should read: "Elected and qualified officers provided for by this Charter shall assume the duties of office to which they were elected on the first business day in January following such election. "
