Determination of Sufficiency. <br /> • Strike the second sentence. <br /> Third sentence should read: "The required number of signers <br /> shall be at least ten percent for initiative and referendum, <br /> and for recall , at least twenty percent of the total number <br /> of electors who cast their votes at the last regular city <br /> election." <br /> Add: "Immediately upon receipt of the petition, the city <br /> clerk shall examine the petition as' to its sufficiency and <br /> report to the council within twenty days . Upon receiving the <br /> report, the council shall determine by resolution the sufficiency <br /> of the petition. " <br /> 5.05 . Initiative. <br /> Wills made the motion, seconded by Ziebarth, to insert the <br /> language from the model charter, except those specific parts <br /> mentioned, and rely on the conscience of the council to be <br /> responsive to the people. Vote: 6 ayes, 2 nays (Loeding & Nygaard) <br /> Ziebarth made the motion to remove the words "or other measure" <br /> from 5 .05 and 5 .07 . Motion failed for lack of a second. <br /> • Add after the first sentence: "Any ordinance except an ordinance <br /> relating to the budget of a capital program, the appropriation <br /> of money, the levy of taxes, or the salary of city officers or <br /> employees, may be proposed by a petition. " <br /> Change the third sentence to read: "The council shall enact <br /> the proposed measure within thirty days after the final deter- <br /> mination of the sufficiency of the petition with amendments and <br /> a majority of the sponsoring committee do not disapprove the <br /> amended form by a statement filed with the administrator within <br /> ten days of its passage by the council , or place the measure on <br /> the ballot at the next election occurring in the city." <br /> • <br /> Wills was excused from the meeting at 10: 20 PM•. <br /> 5 .08.
