Call to Order <br /> The meeting was called to order by Chair Len Burgers at 7 : 06 <br /> p . m. in the Mounds View City Hall . <br /> II . Roll Call <br /> Present : Virgil Beyer , Len Burgers , Sue Hankner , Jerry Linke , <br /> Duane McCarty , Richard Oman , Pat Rickaby , Laurie Schley , Bob <br /> Toborg , Julie Trude , Ray Vandeveer , Arlene Werdien and Ruth <br /> White . <br /> Absent ( excused ) : Lloyd Bardwell and Dave Long . <br /> Others present : Samantha Orduno and Don Brager . <br /> III . Approval of Minutes <br /> Motion by Pat Rickaby , second by Jerry Linke , to approve the <br /> Minutes of the February 23 , 1993 meeting as submitted . Passed <br /> with 9 ayes and 2 abstentions . <br /> IV . Review of Charter ( Chapters 6 & 7 ) <br /> City Clerk-Administrator Samantha Orduno and City Treasurer <br /> Don Brager distributed their joint memorandum providing comments <br /> on the actual operation of Chapters 6 and 7 of the Charter . <br /> In addition , Ms . Orduno distributed copies of the statutory <br /> duties of a city clerk and city treasurer (Minn . Stat . § 412 . 151 ) , <br /> and an article from Minnesota Cities , March 1993 , entitled , <br /> "The Legal Effects of Citizen Petitions . " <br /> Following their explanation of their memorandum, Ms . Orduno <br /> and Mr . Brager answered questions . <br /> V . Agenda for Next Meeting (March 23 , 1993 ) <br /> By consensus of the members the following agenda was established <br /> for the next meeting to be held on March 23 , 1993 at 7 p . m. <br /> 1 . Review Chapter 9 - 12 of Charter <br /> 2 . Begin Review of Set Aside Sections <br /> VI .
