Call to Order <br /> Secretary Julie Trude called the meeting to order at 7 : 08 p . m . in <br /> the Mounds View City Hall . <br /> II . Roll Call <br /> Present : Jerry Linke , Dave Long , Richard Oman , Bob Toborg , Julie <br /> Trude , Russell Warren , Arlene Werdien , Bill Werner and Ruth White . <br /> Absent (excused ) : Lloyd Bardwell , Virgil Beyer , Len Burgers , Duane <br /> McCarty and Laurie Schley . Absent ( unexcused ) : Sue Hankner . <br /> III . Approval of Minutes <br /> Motion by Jerry Linke , second by Ruth White to approve the Minutes <br /> of the November 16 , 1993 meeting as submitted . Motion passed with <br /> 7 ayes and 2 abstentions . <br /> IV . Review of Charter - Chapter 11 <br /> Julie Trude reviewed her re-draft of Chapter 11 with the commission . <br /> 1111 <br /> A number of organizational changes were made by the consensus of <br /> the commission . Section 11 . 03 , Purchase in Bulk , was moved and <br /> incorporated in Section 11 . 01 . The requirement of holding a public <br /> hearing with notice as described in this chapter was added to the <br /> sections on Lease of Plant and Sale of Public Utility . The revisions <br /> will be included in the next re-draft of Chapter 11 . <br /> Review of Chapter 12 <br /> Chapter 12 was last reviewed in June . Julie Trude proposed a number <br /> of suggestions to simplify the language in § 12 . 01 , § 12 . 03 , § 12 . 04 <br /> and § 12 . 13 . These suggestions were submitted in a hand-out . The <br /> commission reviewed and further simplified the language of § 12 . 01 <br /> and § 12 . 04 . These revisions will be included in the next re-draft <br /> of Chapter 12 . The remaining sections of Chapter 12 were also reviewed <br /> by the commission and only a very minor word change was made in <br /> § 12 . 06 ( formal hearing became "public hearing . " ) <br /> V . Agenda for Next Meeting <br /> AGENDA - JANUARY 25 , 1994 , 7 p .m . <br /> 1 . Review re-draft of Chapter 5 <br /> 2 . Review §8 . 05 ( changing percentages ) <br /> 3 . Compile list of set asides still requiring discussion <br /> 4 . Discuss agenda & schedule for future meetings <br /> 4111 <br />
