Page 3 <br />September 8, 1997 <br />Mounds View City Council <br />Mayor McCarty read this resolution, congratulating those athletes on a great season. The coaches and a <br />member of the team were present to accept this award. <br />MOTION/SECOND: Quick/Koopmeiners to approve Resolution No. 5152, Congratulating the Tri-City Red <br />Legion Baseball Team. <br />VOTE: 4 ayes 0 nays Motion Carried <br />CONSENT AGENDA• <br />Council member Stigney asked that Item 8 (B) be removed from the Consent Agenda for discussion. <br />Mike Ulrich asked that Item 8 (C) be removed from the Consent Agenda. <br />MOTION/SECOND: Koopmeiners/Quick to approve the Consent Agenda AS AMENDED. <br />VOTE: 4 ayes 0 nays Motion Carried <br />discussion on Item 8 Bl: <br />Council member Stigney noted that the ten cities selected for the compensation study appear to be out of the <br />Stanton 6 Survey which is strictly based on population. He feels a more appropriate method would be to <br />choose cities with a comparable tax capacity. Therefore, he would like to direct staff to go back to the April <br />28th proposed listing that he provided and find cities which are both close in population to Mounds View and <br />who have a comparable tax capacity. Some of the cities on the list have triple the tax capacity of Mounds <br />View. <br />Mr. Whiting noted that the consultant had suggested that the city not look at outstate cities for this study. <br />A discussion followed. Mayor McCarty stated his concern would be that outstate municipalities would have <br />an entire different economic situation. He, however, felt that the outstate areas could be looked at and <br />discussed in greater detail at the work session. <br />Mayor McCarty noted that he feels it would also be appropriate to consider the requirements of education and <br />experience in determining the pay scale for the various positions. He asked if this could be added to the <br />criteria. <br />Council member Quick stated he felt this would be a waste of staff time to require them to go back and look for <br />other comparable cities. Mr. Whiting felt the information could be obtained quite easily. <br />MOTION/SECOND: Stigney/McCarty to amend the Compensation Study to incorporate the original cities he <br />proposed on Apri128, 1997. <br />VOTE: 2 ayes 2 nays (Quick/Koopmeiners) Motion Fails <br />MOTION by McCarty to reconsider.
