I can foresee one of two things happening with regard <br /> to this provision. Either the City will have to be very generous <br /> on its estimate of costs to avoid abrupt cancellation of a <br /> project which has run more than 10% over cost estimates, or the <br /> City will end up with partially completed street or public <br /> utility, cost of which it has no ability to assess. This may <br /> very well mean that the City will have to pay for the additional <br /> costs out of its general fund.
