1111 Motion by Jerry Linke, second by Duane McCarty to approve the Chair's report. <br /> Motion passed unanimously. <br /> V. Review of Charter Draft "94-2" <br /> The commission reviewed the second draft of the Charter. First, comments made by <br /> attorney Kent Sulem of the League of Minnesota Cities in his letter of August 19, <br /> 1994 were discussed. Second, Jean Miller's comments on the document's grammar <br /> and punctuation were reviewed. Finally, the comments in two separate memoranda <br /> dated September 23, 1994 from the Commission's attorney Gregg Herrick of Barna, <br /> Guzy & Steffen, on Chapters 5 and 8 were discussed. The discussion on Chapter 8 <br /> will be continued at the next meeting. <br /> The agreed upon changes to the Charter will be incorporated into the next re-typed <br /> draft, to be known as 94-3. The re-draft will be ready for review at the next <br /> meeting; copies will be available at City Hall before the meeting. Duane McCarty <br /> • offered to review Chapter 8 again and offer improvements to the commission at its <br /> next meeting. In addition, the Commission will compare all provisions of the <br /> Charter that refer to "state law" or "by law" to make sure the Charter is consistent. <br /> VI.
