EXHIBIT A <br /> NOTICE OF SPECIAL ELECTION <br /> CITY OF MOUNDS VIEW <br /> RAMSEY COUNTY,MINNESOTA <br /> NOTICE IS HEREBY GIVEN that a special election will be held in and for the City of <br /> Mounds View, Ramsey County, Minnesota, on Tuesday, the 7th day of November, 2006, at which <br /> the following proposition will be submitted to the voters of the City for their approval or rejection: <br /> CITY QUESTION NO. 1: <br /> CHARTER AMENDMENT <br /> Should Chapter 7 section 7.03 of the City Charter be amended by adding new <br /> language to limit annual property taxes, levies and specified fees for City services to <br /> a maximum increase of 5%, or the CPI (Consumer Price Index) plus 2%, <br /> whichever is less, and to restrict the ability of the City to increase specified fund <br /> balances beyond set limits, with any increase in excess of these limits being subject <br /> to voter approval? <br /> YES <br /> • NO <br /> The polling places for said election are as follows: <br /> 5394 Edgewood Drive, Mounds View, Minnesota <br /> The polls for said election will be open at 7:00 a.m. and will remain open until closing at <br /> 8:00 p.m. <br /> Any qualified registered voter of the City is entitled to vote at said election at the polling <br /> place of the precinct in which the voter resides, and any resident of the City not previously <br /> registered as a voter may register on election day. <br /> BY ORDER OF THE CITY COUNCIL <br /> Kurt Ulrich, City Clerk-Administrator <br /> Dated: August 28, 2006. <br /> 295727v6 DJK MU210-4 <br /> A-1 <br />
