Mounds View City Council June 11, 2018 <br />Regular Meeting Page 3 <br />1 7. SPECIAL ORDER OF BUSINESS <br />2 A. Annual Stormwater Public Information Meeting. <br />3 <br />4 Public Works Director Peterson discussed the City's Storm Water Pollution Prevention Program <br />5 (SWPPP) in detail with the Council. He described the work the City has done in the previous <br />6 year to improve stormwater management in the community, noting precipitation in 2017 was <br />7 slightly above average. He discussed the illicit discharge efforts the City completed and noted 13 <br />8 outfalls were cleaned. Staff provided further comment on the City's stormwater management <br />9 and pollution prevention efforts. <br />10 <br />11 Mayor Mueller asked for comments or questions from the public. <br />12 <br />13 David Piskorski, 7878 Woodlawn Drive, requested further information regarding the City's <br />14 deicing program. Public Works Director Peterson commented on the City's use of brine and <br />15 noted research shows brine was a better option when treating ice and snow. He reported the City <br />16 would be purchasing equipment to make its own brine for the 2018-2019 snow plowing season. <br />17 He explained the use of brine reduced the overall use of salt on the City's streets. <br />18 <br />19 8. COUNCIL BUSINESS <br />20 A. Public Hearing: Resolution 8960, Moe's American Grill, 2400 Mounds View <br />21 Boulevard, Intoxicating On -Sale Liquor License Renewal. <br />22 <br />23 City Administrator Zikmund requested the Council hold a public hearing and consider approval <br />24 of an intoxicating on -sale liquor license renewal for Moe's American Grill. He reported all <br />25 necessary paperwork and fees have been paid to the City. He noted the Resolution would be <br />26 contingent upon the payment of an outstanding utility bill. <br />27 <br />28 Mayor Mueller opened the public hearing at 7:06 p.m. <br />29 <br />30 Hearing no public input, Mayor Mueller closed the public hearing at 7:07 p.m. <br />31 <br />32 MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 8960, <br />33 Moe's American Grill, 2400 Mounds View Boulevard, Intoxicating On -Sale Liquor License <br />34 Renewal contingent upon the payment of an outstanding utility bill <br />35 <br />36 <br />37 <br />38 <br />39 <br />40 <br />41 <br />42 <br />43 <br />44 <br />45 <br />Council Member Meehlhause thanked staff for updating the Resolution noting the contingency <br />for the outstanding utility bill. <br />Ayes — 4 Nays — 0 Motion carried. <br />B.
