MOUNDS VIEW City of Mounds View Staff Report Item No 4 Meeting Date: July 2, 2018 Type of Business: WK Administrator Review: �1;lv To: Honorable Mayor and City Council From: Nyle Zikmund, City Administrator Item Title/Subject: Cable TV Introduction: At the May 21St workshop as well as the June 11th Council meeting discussion occurred specific to our relationship with CTV. The discussion on May 21St resulted in a consensus to "experiment" with our broadcasting schedule in August/September thru the end of the year to determine need for broadcasting live meetings other than City Council and Planning and Zoning. The remaining meetings would be taped and broadcast. The June 11th discussion focused more on the value of the relationship given Council Member Bergeron's report of diminished services accompanied by spending deficits and future fiscal concerns. Council requested time at an upcoming work session to discuss further. Of note, CTV's longtime executive director has now retired and her replacement has been named and she will be starting soon. Discussion: The driving issue is fiscal as cable revenues continue to decline. We were able to obtain web streaming data for the past two years to determine "viewership" of our meetings. The data is not complete nor very detailed but it does provide some sense of activity, at least as it compares meeting to meeting. Other than a 2011 phone survey on actual cable channel viewing, there is no data for people actually watching the channel. Vanessa summarized in an email for me and I have included that in this packet. The web streaming data covers 2017 thru April/May of 2018 and in alphabetical order and views being the average of all meetings captured in the data provided; Charter Commission — 4 views ranging from 20 seconds to 5 minutes 47 seconds City Council — 62 views ranging from 2 seconds to 5 minutes 10 seconds Comp Plan — 1 view ranging from 55 seconds to 1 minute 14 seconds EDA — 5 views ranging from 5 seconds to 3 minutes 38 seconds EDC — 6 views ranging from 6 seconds to 2 minutes 47 seconds Park — 4 views ranging from 12 seconds to 6 minutes Planning — 6.7 views ranging from 7 seconds to five minutes 25 seconds Work Session — 12 views ranging from 88 seconds to 8 minutes 27 seconds NOTE — A view is a click. We know that Vanessa is at least one click on all of these and one to two are reporters watching.
