MOUNDS VIEW
City of Mounds View Staff Report
Item No: 02
Meeting Date: Jul 2, 2018
Type of Business: WS
Administrator Review:,, l
To: Honorable Mayor and City Council
From: Jon Sevald, City Planner/Supervisor
Brian Beeman, Business Development Coordinator
Item Title/Subject: Crossroad Pointe
Discussion
At the May 29th City Council Work Session, INH Properties/Trident Development, and Kwik Trip
presented two options for Crossroad Pointe, including:
1. 135 -unit apartment building, or
2. 63 -unit apartment building and Kwik Trip convenience store
The Council was asked to provide a consensus on which option to move forward with. The
Council directed the developers and Staff to hold a Neighborhood meeting, prior to the Council
providing a consensus, however, the majority of the Council favored the apartments and Kwik
Trip option.
A neighborhood meeting was held on June 27th. The meeting was advertised through mailings
to property owners and occupants, posted on the City's website, and through FaceBook. The
meeting included a brief presentation by the developers, followed by Q & A from the audience.
About 35 residents and business owners/employees attended the Neighborhood Meeting, with
17 persons speaking. By Staff's estimate, the majority (10) of those speaking opposed adding
another gas station in Mounds View, and (9) opposed the apartments.
Concerns included:
• Additional gas station could cause
others to close
• Additional traffic/speeding
• Access
• Pedestrian crossings
• Gas station attracts crime
• Exterior lighting & noise
• Decreased property values
• Building height
• Environmental concerns
• Pressure on school enrollment
Positive comments included that Kwik Trip is a quality business, and its convenience would
benefit residents.
One resident inquired how many gas drive -offs does the Police Dept. respond to, and what
does this cost the City? In 2017, there were 54 drive -offs (0.01% of total police calls). Thus far
in 2018, there have been 54 drive -offs (0.004% of total police calls). The cost per call cannot be
calculated.
