MOUNDS VIEW <br />City of Mounds View Staff Report <br />Item No: 02 <br />Meeting Date: Jul 2, 2018 <br />Type of Business: WS <br />Administrator Review:,, l <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, City Planner/Supervisor <br />Brian Beeman, Business Development Coordinator <br />Item Title/Subject: Crossroad Pointe <br />Discussion <br />At the May 29th City Council Work Session, INH Properties/Trident Development, and Kwik Trip <br />presented two options for Crossroad Pointe, including: <br />1. 135 -unit apartment building, or <br />2. 63 -unit apartment building and Kwik Trip convenience store <br />The Council was asked to provide a consensus on which option to move forward with. The <br />Council directed the developers and Staff to hold a Neighborhood meeting, prior to the Council <br />providing a consensus, however, the majority of the Council favored the apartments and Kwik <br />Trip option. <br />A neighborhood meeting was held on June 27th. The meeting was advertised through mailings <br />to property owners and occupants, posted on the City's website, and through FaceBook. The <br />meeting included a brief presentation by the developers, followed by Q & A from the audience. <br />About 35 residents and business owners/employees attended the Neighborhood Meeting, with <br />17 persons speaking. By Staff's estimate, the majority (10) of those speaking opposed adding <br />another gas station in Mounds View, and (9) opposed the apartments. <br />Concerns included: <br />• Additional gas station could cause <br />others to close <br />• Additional traffic/speeding <br />• Access <br />• Pedestrian crossings <br />• Gas station attracts crime <br />• Exterior lighting & noise <br />• Decreased property values <br />• Building height <br />• Environmental concerns <br />• Pressure on school enrollment <br />Positive comments included that Kwik Trip is a quality business, and its convenience would <br />benefit residents. <br />One resident inquired how many gas drive -offs does the Police Dept. respond to, and what <br />does this cost the City? In 2017, there were 54 drive -offs (0.01% of total police calls). Thus far <br />in 2018, there have been 54 drive -offs (0.004% of total police calls). The cost per call cannot be <br />calculated. <br />
