c(_>>'I
11540 Albovor Path Inver Grove l leights, MN 55071
Mr. Brian Beeman 2 April 2015
City of Mounds View
2401 Highway 10
Mounds View MN 55112-1499
5ubiect: County Rd H I& 10 Intersection TCAAP — 6 April 2015 meeting
®ear Mr. Beeman:
I am in receipt of your email sent Tuesday evening regarding subject. Thank you for your leadership on
this issue and information.
The nature of this letter is to provide some overview from our organization's perspective regarding the
proposed project work, state our objection to the scope of work and respectfully request you delay or
discontinue support until a solution ensuring our survivAl can be secured.
In terms of a scenario brief, at the meeting on 12 M :Fh'.2015, it was openly admitted that the
scheduling of this work was premature and aggress ve At "in the interest of getting government
money" the project work had to be aggressive if note reckless. It was also generally understood that the
need for the aggressive scheduling and scope of work to be completed was really not necessary now but
didn't want to delay or lose funding for the bridge construction. Please let it also be understood that
without the allowance of a left turn in and out of the facility, our business will most likely be forced to
close. The pressure points created, complimented with the constrained traffic flows, will simply not
support a business built on convenience.
Whereas I understand the need for change to this corner, I'm a bit confused as to why the cascading
consequences to our business are not looked at more closely. We are a tax paying business of Mounds
View; however, the brutal reality of this issue is that the development of Arden Hills, complimented with
County money, has clouded concerns for the local community and businesses. To the point, our
business will most likely fail if this project is supported under its current format.
With respect to the project going forward, I would ask that everything simply be slowed down. To the
extent there is funding at risk, have someone file for extensions. Additionally, the work could probably
be done several years from now once construction on the plan actually starts. Finally, I would ask that
the work be looked at to allow a left turn in and out. If the current committee (County group managing
the project) continues to say this can't be done then an outside agency should be looked at for the
scope of work. I'm certain we could find an alternative company to render drawings with other options.
G,)l--1I)%--!;Il/!% 61*),1-/!5`I % I'I"/ sstevens@Incl<vnil.nci
